- Abstract
- John Allan had the distinction of being the first Country Party premier in Australia. He was also the fourth Victorian premier and leader of the fifth ministry to hold office in the calendar year 1924. While his government was to serve from 18 November 1924 unti120 May 1927, this veneer of stability concealed both policy inertia and extreme volatility within the country party movement. The latter was produced by divisions over coalition formation, vitriolic disputes over the proposed establishment of a compulsory wheat pool and the rising ambitions of (future premier) Albert Dunstan. Allan and Dunstan took contrary positions on whether the Country Party should have entered a coalition with the Nationalist Party as the junior partner in September 1923 and as the senior partner in November 1924, and clashed over the orderly marketing of wheat.
