- Electricity is widely recognised as an essential service required for a minimum standard of living acceptable to a developed nation like Australia. In anticipation of ‘full retail competition’, as it is called, certain provisions have been made by the Victorian government and the Office of the Regulator-General to have minimum standards of consumer protection for these small customers.
