- "What do you think of the Government?" I asked the taxi driver as we headed north-west out of the centre of Nairobi. Like most of the cars in the Kenyan capital, our battered Corolla was trailing a cloud of black exhaust fumes. On each side of the road pedestrians picked their way along the unmade verge; every so often, a few of them made a dash across the peak-hour traffic. It was a hot afternoon last April. [Introduction]
