- Abstract
- This chapter reviews functions and causes of state intervention in the housing market. Against this background, statistical information is used in an examination of three major public housing programs in Melbourne during the 1945-80 period. It is concluded that extant theoretical perspectives of the role of the state provide only partial views of housing practice. Historical analyses of specific cases of state intervention within their broader context are seen as required for the development of a more comprehensive explanatory framework.
